On February 2, President Shavkat Mirziyoyev reviewed a presentation on improving the efficiency of Navoi International Airport and transforming the aviation industry, the press service of the head of our state reports.
Despite the fact that Navoi International Airport’s key performance indicators for 2025 have increased compared to 2024, its capacity for aircraft handling, passenger, and cargo transportation remains underutilized.
It is also necessary to modernize the airport’s infrastructure, aircraft fleet, cargo and passenger terminals, and digitalize work processes.
The presentation proposed developing Navoi International Airport based on project management principles.
The airport will be removed from the centralized operational management system of Uzbekistan Airports JSC and granted the right to independently negotiate and conclude contracts with local and international airlines for passenger and cargo transportation, transit, and technical stops.
Objectives have been set to increase aviation service exports by channeling airport revenues toward modernizing its infrastructure, expanding fuel tanks, and establishing aircraft repair and painting services.
A business plan for the development of Navoi International Airport was presented. According to the plan, commercial and non-aviation activity will increase by 50 percent, regular flights will be established for more than 25 airlines, and cargo handling volume will be increased to over 20,000 tons.
The goal has been set to create a free customs zone within the airport, specializing in the provision of technical and commercial services for aircraft.
Specialized equipment and spare parts imported for aircraft maintenance will be exempt from customs duties until January 1, 2029. A decision was also made to transfer the hotel located on the airport grounds to the airport’s management.
The presentation focused on the transformation of civil aviation enterprises.
Information was presented on comprehensive measures to improve the efficiency of enterprises and ensure their financial stability, including cost reduction, rational use of resources, and outsourcing of services unrelated to core operations.
The need to reduce operating costs through the implementation of energy-saving technologies and the use of specialized electric vehicles was noted.
A decision was made to cease funding for the non-core activities of the joint-stock companies Uzbekistan Airways and Uzbekistan Airports starting in 2026. Uzbekistan Airports will operate based on 18 priority objectives, and Uzbekistan Airways will operate based on 16.
In particular, the priorities include enhancing the competitiveness of enterprises by improving the quality of services, implementing optimal methods for calculating the cost of services and products, digitalizing all stages of production processes, and training and professional development.
As part of the transformation, measures will be implemented to revise organizational structures, optimize staffing levels, improve international credit ratings, pursue an IPO, and issue international corporate bonds.
The meeting also discussed issues related to the fundamental improvement of the aviation industry’s training system, including the progress of establishing a Civil Aviation University and its associated aviation technical school.
These educational institutions will be created in collaboration with leading international aviation education centers such as Embry-Riddle (USA) and ENAC (France). In addition to training specialists in practical professions—flight attendants, aviation technicians, and mechanics—the university will launch programs for pilots, engineers, air traffic controllers, and managers. It is also planned to establish research programs.
Having approved the proposals, the President of our country gave relevant instructions to officials.
