By 2030, the goal is to place the country among the top 30 countries in the world in this area.<\/p>\n<p>This year, the number of digital government services is expected to reach 860, with 15.5 million users. By comparison, 525 government services were available to 4 million users in 2024.<\/p>\n<p>At the same time, it was noted that databases and information systems in public administration are being developed in a disjointed manner across individual agencies, and a unified approach to their analysis and decision-making processes is lacking.<\/p>\n<p>In this regard, it has been proposed to gradually implement a single, integrated digital public administration platform. This system will consolidate information on regional economies, investments, the environment, security issues, public concerns, and the well-being of mahallas, as well as geospatial data, property information, and cartographic layers, all on a single platform.<\/p>\n<p>The platform will use artificial intelligence technologies to analyze data, proactively identify problems across regions, monitor the implementation of decisions, effectively allocate resources, and improve the quality of public administration.<\/p>\n<p>The head of state emphasized that this digital governance system must be implemented in the capital this year and, starting next year, in all regions of the country.<\/p>\n<p>The presentation also discussed the launch of a unified national classification system for goods and services. Currently, customs, tax, statistical, and other agencies use different product classification systems. This leads to increased business costs, reduced reporting accuracy, and hinders interdepartmental data exchange.<\/p>\n<p>The implementation of a unified national classification system will reduce unnecessary bureaucratic procedures for businesses, simplify data exchange between government agencies, and improve the accuracy of statistical reporting.<\/p>\n<p>An initiative to create a national navigation system was also presented. It was noted that foreign navigation platforms are currently primarily used in the country. A national navigation system will enable the creation of geodata based on a unified standard and will also ensure better organization of transportation, logistics, emergency services, urban development, and the provision of public services.<\/p>\n<p><a href=\"http:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/52f8d7ae-f13c-aaf8-7077-6c65f9cbb7fe_lists_slider_9391.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-16902\" src=\"http:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/52f8d7ae-f13c-aaf8-7077-6c65f9cbb7fe_lists_slider_9391.jpg\" alt=\"\" width=\"1900\" height=\"1266\" \/><\/a><\/p>\n<p>The presentation also discussed plans for developing IT services exports and the startup ecosystem. By 2030, the plan is to increase IT services exports to $5 billion, create 5,000 active startups, and attract $2 billion in investment.<\/p>\n<p>It was highlighted that Uzbekistan rose 31 places in the international StartupBlink ranking and was recognized as the fastest-growing startup ecosystem in the world. Tashkent took first place among Central Asian cities, and Samarkand and Fergana entered the top 1000 startup cities worldwide for the first time.<\/p>\n<p>To further develop the sector, it is planned to launch the Talent Hub program, which will provide foreign specialists and investors with the opportunity to remotely register a company, open a bank account, and obtain an international bank card. It is proposed to extend tax breaks for employees of IT-Park resident companies until 2040, and to expand the IT Visa and Zero Risk programs.<\/p>\n<p>Mechanisms for supporting companies exporting IT services are also envisaged, including partial reimbursement of salaries and costs associated with the relocation of foreign customers and specialists, as well as compensation for the cost of obtaining international certification.<\/p>\n<p>In addition, proposals were presented for organizing an acceleration program for more than 20 startups in Bukhara and Fergana, as well as for introducing startups to major international markets.<\/p>\n<p>The meeting focused on the development of telecommunications infrastructure. In recent years, the coverage of residential areas with telecommunications services has increased from 41 to 98 percent, and overall internet bandwidth has increased 65-fold.<\/p>\n<p>However, it was noted that the telecommunications business remains unattractive for local entrepreneurs, and in remote areas, the share of wired internet users remains extremely low.<\/p>\n<p>To improve the business climate in the industry, it is proposed to combine two types of licenses for the design and construction of telecommunications networks, and to reduce the license issuance period from 25 to 10 business days.<\/p>\n<p>A requirement will be introduced for the design and construction of apartment buildings to include high-speed internet connections. This will allow for the installation of fiber-optic communication infrastructure during the construction phase and provide residents with high-quality digital services.<\/p>\n<p>Furthermore, young people planning to start a business in the telecommunications sector will be offered preferential loans of up to 530 million soums for seven years with a two-year grace period at a 15 percent interest rate under the &#8220;Kelajak Tadbirkori&#8221; program.
