Reports from responsible officials were heard during the discussion.<\/p>\n<p>In the first half of 2026, the gross regional product of Navoi Region amounted to UZS 113.9 trillion, while the growth rate reached 6.7 percent. Industrial output increased by 5.4 percent, construction work by 28.3 percent, market services by 18.9 percent, and agricultural production by 4.4 percent.<\/p>\n<p>As a result of measures aimed at further improving the business environment and supporting entrepreneurship, around 1,500 new business entities were established, and USD 907.5 million in foreign investment and loans was utilized.<\/p>\n<p>To provide financial support to small and medium-sized businesses, loans totaling UZS 3.2 trillion were allocated, including UZS 945 billion under the Family Entrepreneurship Development, Continuous Support for Small Business, First Step into Business, and Mahalla Project programs.<\/p>\n<p>Particular attention was paid to supporting socially vulnerable areas. In particular, more than 60 projects worth UZS 156 billion have been launched in the selected Kanimekh and Navbahor districts and in 12 challenging mahallas to create favorable conditions for residents and businesses.<\/p>\n<p>Alongside the positive work carried out in the region, senators also drew attention to identified shortcomings and issues requiring resolution.<\/p>\n<p><a href=\"http:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/kvFQ4vm28tkYkXyVMnP4jU54tiFrjH.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-16984\" src=\"http:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/kvFQ4vm28tkYkXyVMnP4jU54tiFrjH.jpg\" alt=\"\" width=\"2560\" height=\"1707\" \/><\/a><\/p>\n<p>In particular, in the first half of the current year, Tamdyn District failed to achieve growth in the volume of construction work compared with the same period of 2025. Industrial output growth in the city of Gazgan reached only 2.4 percent instead of the projected 9.2 percent, while in Kanimekh District the growth rate was 1.5 percentage points below the forecast.<\/p>\n<p>In Khatyrchi District, agricultural production grew by only 1 percent, and the per capita indicator did not increase. However, agriculture remains one of the district\u2019s main economic drivers.<\/p>\n<p>Export targets were not met in six territories, with the lowest performance recorded in Tamdyn and Uchkuduk districts.<\/p>\n<p>The effectiveness of small industrial zones remains low in several areas. In particular, no projects have been launched in the youth industrial and entrepreneurship zones of Karmana, Kanimekh, Tamdyn, and Khatyrchi districts, as well as in the city of Gazgan.<\/p>\n<p>Taxpayers\u2019 overdue liabilities to the budget increased in the cities of Navoi and Zarafshan and in Kanimekh, Khatyrchi, and Nurata districts.<\/p>\n<p>The meeting also critically reviewed issues related to employment promotion and poverty reduction. According to the analysis, during January-June of the current year, 15,000 people were provided with permanent jobs, while the employment of 20,000 people working in the informal sector was legalized.<\/p>\n<p>At the same time, it was noted that in several districts the plans for implementing investment and service projects, as well as for providing permanent employment in the construction sector, had not been fully achieved.<\/p>\n<p>The senators put forward a number of proposals and recommendations aimed at accelerating the implementation of investment projects, improving the efficiency of industrial zones, increasing export volumes, strengthening mechanisms for supporting entrepreneurship, and elevating employment promotion and poverty reduction efforts to a new level.<\/p>\n<p>The participants emphasized the need for regional, district, and city Councils of People\u2019s Deputies to regularly hear reports from responsible officials during council sessions on the implementation of programs for productive employment, poverty reduction, and socio-economic development.<\/p>\n<p>Following the discussion, the Senate Council adopted the corresponding resolution.<\/p>","protected":false},"excerpt":{"rendered":"<p>On July 31 of this year, Navoi Region hosted another off-site meeting of the Senate Council of the Oliy Majlis, chaired by Senate Chairperson Tanzila Narbaeva, press service of the Senate reports.
