The President of Uzbekistan put forward a number of initiatives at the informal summit of the Organization of Turkic States

On May 15, President of the Republic of Uzbekistan Shavkat Mirziyoyev participated in the informal summit of the Organization of Turkic States (OTS) on “Artificial Intelligence and Digital Development”, the press service of the head of our state reports.

The event, held in the city of Turkestan, was also attended by President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Kyrgyz Republic Sadyr Japarov, President of the Republic of Turkey Recep Tayyip Erdoğan, and Secretary General of the OTG Kubanychbek Omuraliev.

Views were exchanged on the agenda items, and the current state of multifaceted cooperation and priority areas for practical partnership were discussed in depth.

At the beginning of his speech, the head of state expressed gratitude to President of the Republic of Kazakhstan Kassym-Jomart Tokayev for organizing the high-level informal summit in the city of Turkestan, an important trade and cultural center of the Great Silk Road.

Gratitude was also expressed to President of the Republic of Azerbaijan Ilham Aliyev for his effective chairmanship of the UTC and his efforts to strengthen the international authority of this organization.

It was noted that the integration of the Turkic world is a long-term strategic issue directly affecting the destinies of our fraternal peoples.

– Our meeting today is taking place at a time of growing tensions in various regions of the world. The trust deficit in international relations is growing, and the role and influence of global institutions are gradually weakening. These problems require us to intensify mutual dialogue and develop coordinated positions on important issues, – said the President of Uzbekistan.

In recent years, the Organization of Turkic States has become an influential structure demonstrating sustainable growth. For example, in 2025, the combined economic potential of its member countries exceeded $2.4 trillion, and its growth rate was twice that of global growth.

In the past year alone, Uzbekistan’s trade turnover with the organization’s countries increased by 14 percent. This year, the Turkic Investment Fund began operations, and the Council of Central Banks and the Turkic Green Finance Council have been launched.

The head of state emphasized the urgent task of systemizing these multifaceted relations. Furthermore, it is no coincidence that the summit is dedicated to artificial intelligence and digital development.

– Our great ancestors—Muhammad Khorazmi, Ahmad Ferghana, Abu Rayhan Beruni, and Mirzo Ulugh Beg—made invaluable contributions to the development of algorithms, mathematics, astronomy, and physics, thereby laying the foundation for the development of modern artificial intelligence. Building on this invaluable legacy, we are today building a new era of digital development for the Turkic world, – said Shavkat Mirziyoyev.

In his speech, the head of state put forward a number of specific initiatives for advancing cooperation in this area.

The leader of Uzbekistan emphasized the need to establish a strategic cooperation network within the organization in the field of artificial intelligence, taking into account global technological processes. This initiative will identify new areas of economic growth through the development of quantum computing technologies and the creation of a unified digital space.

It was also proposed to develop the concept of a “Digital Turkic Corridor” to facilitate the exchange of regional data and to hold a Technology Forum in Tashkent with the participation of the UTC member states.

The Center for Islamic Civilization, established in Tashkent for the in-depth study and popularization of our shared scientific and spiritual heritage, is becoming a major regional scientific and educational center. A TURKSOY office recently opened in this complex.

– We believe it is appropriate, in the interests of our peoples, to combine the efforts of this Center, TURKSOY, and the Turkic Academy to consolidate historical and cultural sources on a single big data platform, – said the head of state.

It was also proposed to organize an in-depth study and subsequent widespread dissemination of the Yassawi Order’s ideas of tolerance and education.

Uzbekistan’s “Five Million Leaders of Artificial Intelligence” program, aimed at preparing the younger generation for modern professions, is highly regarded. To finance youth startup projects, the head of state called on all member states to join the joint venture fund being established by Uzbekistan and Kazakhstan.

The full implementation of the “E-Permit” electronic permit system between member states to simplify cargo transportation processes was noted with satisfaction. Practical tasks were identified for connecting the strategically important Middle Corridor with the China-Kyrgyzstan-Uzbekistan railway currently under construction, as well as for the full digitalization of customs data exchange.

To organize coordinated action to combat climate change, an initiative has been put forward to declare 2027 the “Year of Nature Conservation” in the Turkic world.

Alongside this, the need to establish a climate risk monitoring system within the amalgamated territorial communities based on satellite data, as well as to integrate artificial intelligence technologies into drought early detection and transboundary water resource management, has been emphasized.

To create a solid legal and technological framework to combat terrorism, extremism, and cyber threats, a proposal has been put forward to establish a Turkic Alliance for Cybersecurity and Digital Infrastructure Protection.

As the leader of Uzbekistan noted in concluding his speech, the combination of intellectual potential and unity can transform the Turkic world into a space of sustainable development and advanced solutions.

Following the summit, the Turkestan Declaration was adopted.
