Activities of the Agency on IP

Activities of the Agency on Intellectual Property of the Republic of Uzbekistan shall be reformed, as it is inferred from the Resolution of the Acting President Mirziyoev Shavkat dated October 20. The main emphasis shall be made on improvement of legal protection system of intellectual property objects in accordance with international standards and regulations, elimination of outdated and nonrelevant functions as well as introduction of modern interactive governmental services.

The functions of the agency which to be eliminated and which do not meet international legal provisions include governmental registration of author’s rights to scientific, literary and artistic works. In accordance with the Berne Convention of the World Intellectual Property Organization, author’s rights for these works shall be deemed to arise upon the fact of creation of works.

The function of state registration of organizations which manage property rights on a collective basis as duplicating the powers of the Ministry of Justice shall be also subject to elimination. In addition, it is planned to cancel registration of legal entities and natural persons which use intellectual property objects in the territory of Uzbekistan because it duplicates the existing mechanism for registration of licensing contracts for their use.

The resolution revised the Agency’s main tasks and directions of activities and introduced changes to the structure of the executive office of the Agency. Its total staff increased from 70 to 78 persons, in this regard, adding a second Deputy Director General.

By the end of the year 2017, the Agency is ordered to implement an information system which supports electronic submission of patent applications and formation of a public database of the patent pool as well as introduction of online public services based on the principle of “single window”.
