Entrepreneurs will be allowed to operate for three months without obtaining a license

The Law No. LRU-1164 dated August 13, 2026 introduces amendments and additions to certain legislative acts, according to the report of the press service of the Ministry of Justice.

Under the amendments introduced by the Law, it is established that classified documents shall be retained for 30 years.

Retention periods for personnel records have also been established. In particular:

  • personnel records for which record-keeping was completed before January 1, 2019, shall be retained in departmental archives for 75 years;
  • personnel records created from January 1, 2019, shall be retained in departmental archives for 50 years.

In addition, the Law establishes specific procedures for obtaining a license or permit document under the special “Entry into Business without a License” regime.

Under this regime, an applicant may carry out activities without obtaining a license or permit document, provided that the authorized body is notified free of charge through a special electronic system or the Unified Portal of Interactive Public Services.

The regime is valid for three months. During this period, the applicant shall not be held liable for carrying out the relevant activity (action) without a license or permit document.

During the validity period of the special “Entry into Business without a License” regime, the applicant shall:

  • take measures to bring its activities into compliance with the applicable licensing or permit requirements and conditions;
  • obtain the relevant license or permit document in accordance with the established procedure or cease the relevant activity (action).
